	11:24pm Dean: Can't listen just now, but for tons of historical information about FCC regulation of telecommunications, see Robert Horwitz, The Irony of Regulatory Reform: The Deregulation of American Telecommunications (Oxford UP, 1989). Yes, it's old, but it remains useful. The "irony"? Well, regulation of telecom was pursued at the behest of Bell and the other big players, pretty much the opposite of what we expect and, largely, witness today. These guys wanted protection for their market. Per Horwitz, "the common carrier principle [was] a logical extension of expanding the marketplace."
