it may be possible, but i don't think the vcr is powerful enough to transmit more than 5 or so feet.

Broadcasting With a VCR: For Reals?



* listener 6936: i was yr last caller and was wondering if you had any updates on my 'stick it to the man'. i asked my friend yest & he was "hmmm, i don't know. i'll ask my engineering buds.". recall: play a vhs in yr vcr BUT place an antenna in its "external" jack. the waves then go to yr tv and you can watch, and to others in yr bldg (and block?). great for propaganda.
* Andy: I myself dropped out of engineering school the first year, but if I understand this article for school kids correctly, it IS possible, though only at a very short distance (1 meter, they say). Also, the technical info here may only apply to Italy because the govt.-mandated frequencies are different: http://www.scienceinschool.org/2006/issue3/radio/
