I ran into this problem with a prison customer for some materials my friend creates and publishes electronically. They wouldn't allow a friend to print and mail it; a printed copy had to come directly from the publisher.

@hendrix I wouldn't write as an out-of-stater. They have no incentive to listen to people who can't vote for them, better to leave the letter/email/call stream open to NY state people. This was info given by former congressional staffers advising on how to be effective when communicating with elected officials.

It does suck, hendrix. But I find it helps to know what is effective and what isn't so I don't misdirect my efforts. You can call or email anyone you want, but I know when I've tried to call my senator and the line is busy it kind of pisses me off to think the line could be tied up by an out-of-state caller.

@ike: There are Mexicans here (thankfully there are enough tienda mexicanas here, but I can't find every ingredient I need w/o calling my mother-in-law), but most restaurants cater to what gringos think Mexican food should be. I'll just cook my own, thank you very much!
