All well and good, but notice that this addresses confidentiality of the SAR (suspicious activity report) itself, not of closure of a customer's account. See pp.8-9 of this 2009 FinCEN report for more: https://www.fincen.gov/sites/default/files/shared/Bank_Report.pdf
One regulatory document indicates that the following, among others, is a reason sufficient to make a SAR absent a reasonable explanation for the transaction: "The customer presents two large suitcases full of cash."
