Thanks for the help. If the documentation is correct, this is a find. It says the Jules Allen version was from 1928. Wikipedia says "I'm Popeye The Sailor Man was, composed by Sammy Lerner in 1933. So Lerner may have lifted this one for the melody.

I see there's an instructional cassette, also available (stream on demand?) from the National Library Service for the blind: Lerner, Sammy Makin' Up a Song as I Go Along CBM 604/605 Sammy Lerner, lyricist for Hoagy Carmichael and Jay Gorney, tells of writing the song "Popeye the Sailor Man." Maybe somebody has the time & resources here to find out whether he ripped this one off or what.
