Not to butt in, but FCC Part 15 sets a limit of 100 milliwatts final transmitter output. IIRC there are some antenna gain limitations as well, particularly for omnidirectional. Limits can be higher for some services like 802.11 wireless networking.

@Ike, remember FM signals behave like any other EM radiation and lose strength with distance by an inverse square. So if you can measure signal strength at 200 meters or whatever, you can approximate the strength at the source. Right?
