The music for this sounds very similar to what was often used as the theme song for the The 3 Stooges short comedy films. I assume some US arranger adopted it. Wonder if there were much earlier versions.

The music was originally written for Laurel & Hardy. With one melody (the coo coo part) expressing the clumsy Laurel and the other melody the poche Hardy.
