I would call Dick Tracy an “ambitious failure”. It’s colourful and so very representative of its era and could’ve been so much worse than it wound up being, if not for the few discordant elements of actually-talented people contributing.

I don't remember ever seeing Bugsy Malone (wasn't that a gangster movie entirely acted by kids?), but the Warren Beatty movie Bugsy was really good I seem to recall, including a great performance by Annette Benning.
