They are isolating Uusimaa (where Helsinki is for instance, and where 30% of finns live - not me btw) from the rest of the country, approx. 2/3 of confirmed cases are there, mostly near Helsinki. You can cross the border only for a good reason, for instance work, if you can not work from home.
