They did tend to have gulags and other types of internment and prison camps in Siberia, so it was not just the distances. Work camps, essentially. Slave labour in harsh conditions.

Read "One Day in the Life of Ivan Denisovich" by Aleksandr Solzhenitsyn. It is short, extremely well-written, and about being sent to Siberia.
