You are not correct. Scientific researchers don't just don't submit any idea in a grant proposal and it gets funded. Currently, only about 10% of applications for biomedical research sent to the NIH get funded. And the riskier grants tend not to be funded, as the grant reviewers tend to be conservative (not in a political sense) and also the likelihood that some doofus on Fox would say "eggheads are studying how fly brains work" makes the funding bureaucracy nervous. A recent Nobel prize winner could not get the work that led to this honor funded early in his career. It was too risky. | |
