That's also ben happening: PA DOT took over Philly Parking Authority, etc. ANd to be fair, sales, parking and entertainment taxes have to be weak for 2 years now. Doesn't make it right, but it's the Starvation Diet of economic theory: Start wasting muscle, not a big deal.
